Summer Institute Session I



Introduction to Hazardous Waste Management: Intermediate

Course 2 Training Modules:

Module 1: Course Overview, Introduction to Federal Regulations, and Federal Training Requirements
Approximately 2 hours.

The opening module establishes the mission of Session I, introduces the structure of the training, and provides a time for the attendees to begin networking. It includes a brief overview of the Federal Laws applicable to hazardous waste management as well as the Federal agencies responsible for the regulations governing hazardous waste management. The module concludes with a detailed discussion of the training requirements found in the OSHA, EPA, and DOT regulations applicable to hazardous waste management.

Module 2: Overview of EPA Hazardous Waste Regulations and EPA Semiannual Regulatory Agenda
Approximately 45 minutes.

This module introduces the attendees to the structure of the EPA regulations based on RCRA governing hazardous waste management. The regulations specifically applicable to generators of hazardous waste are highlighted for discussion later. The module concludes with a brief look at the regulations that the EPA will be working on during the next year with emphasis on those that when final would impact generators of hazardous waste.

Module 3: Overview of DOT Hazardous Materials Regulations and DOT Semiannual Regulatory Agenda
Approximately 1 hour.

This module introduces the attendees to the structure of the DOT regulations governing the shipment and transportation of hazardous materials including hazardous substances and hazardous wastes. The shipping regulations specifically applicable to generators of hazardous waste are highlighted for discussion later. The module concludes with a brief look at the regulations that the DOT will be working on during the next year with emphasis on those that when final would impact generators of hazardous waste.


Module 4: Identification of Hazardous Waste
Approximately 2 hours.

This module begins with a detailed analysis of the definitions of solid waste and hazardous waste. The majority of the time is spent on a detailed discussion of how to perform hazardous waste determinations. The module concludes with an exercise demonstrating how to apply the regulations to example wastes.

Module 5: Generator Responsibilities
Approximately 1 hour.

This module provides an overview of the EPA standards applicable to each category of hazardous waste generator.

Module 6: Generator Management
Approximately 1 hour, 15 minutes.

This module provides a comprehensive review of the EPA standards applicable to each category of hazardous waste generator. Specific emphasis is placed on the development of operating procedures for the proper management of hazardous wastes. Self-auditing considerations are also discussed.


Module 7: Land Disposal Restrictions
Approximately 1 hour, 30 minutes.

This module provides a comprehensive review of the EPA standards applicable to generators of land disposal restricted hazardous wastes. Specific emphasis is placed on the development of the records that must be kept for inspection by the EPA.

Module 8: Pre-Shipment Preparations
Approximately 30 minutes.

This module is used to begin the transition from EPA-based operational procedures to DOT-based operational procedures. The discussions include the management of hazardous wastes for eventual shipment, obtaining the services of a hazardous waste transporter, and obtaining the services of a hazardous waste treatment, storage, and disposal facility.

Module 9: Use of the 101 Table
Approximately 1 hour, 45 minutes.

This module provides a comprehensive review of the procedures used to properly identify DOT hazardous materials. The classification of hazardous materials into the DOT hazard classes, divisions, and packing groups is also covered.


Module 10: Shipment Preparation and Management
Approximately 4 hours, 15 minutes.

This module provides a comprehensive review of the DOT regulations applicable to the packaging, marking, labeling, and placarding of hazardous wastes for shipment. Specific emphasis is placed on the proper documentation of hazardous waste shipments including emergency response information. The module includes an exercise demonstrating how to recognize properly formatted shipping descriptions. The module concludes with a detailed discussion of the Hazardous Waste Manifest system.

Module 11: Introduction to Toxicology and Occupational Exposure Limits
Approximately 1 hour, 45 minutes.

This module provides an overview of general toxicology. The terms and concepts introduced here are used in later modules. The toxicological impact on humans from exposure to many different example chemicals are discussed.

Module 12: Air Monitoring for Hazardous Waste Operations
Approximately 1 hour.

This module focuses on the operational aspects of air monitoring as applied to hazardous waste workers. The discussion includes sources for both industrial and regulatory exposure level standards and instrument selection. The use of many specific examples of monitoring equipment and devices is discussed.


Module 13: Hazard Communication
Approximately 1 hour.

This module provides a detailed discussion of the communication of the hazards associated with hazardous chemicals. The OSHA regulations governing hazard communication, occupational exposure to hazardous chemicals in laboratories, hazardous waste operations, and emergency response are discussed. The module includes a demonstration of how to read and interpret an example material safety data sheet.

Module 14: Safety, Security, and Emergency Response
Approximately 2 hours.

This module begins with a discussion of safety program development and risk assessment. DOT Seurity plans are also discussed. The module concludes with a review of the OSHA regulations applicable to emergency responses and the EPA regulations applicable to generator emergency preparedness.

Module 15: Personal Protective Equipment
Approximately 1 hour, 15 minutes.

This module provides a comprehensive review of personal protection practices. Specific emphasis is placed on the development of a respiratory protection program and the proper selection of all types of personal protective equipment. The use of many specific examples of protective equipment is discussed.


Exam
Approximately 1 hour.

The Course 2 concludes with an optional self-evaluation exam. The exam consists of 40 questions. A mixture of true-false, multiple choice, and matching types is used. The attendees are allowed to use their books and notes as well as to collaborate with other attendees. The exam is not collected or graded. The final module of the course presents the answers and provides one last forum for discussion.
